Subject:                 LTP - Environmental Quality Incentives Program (EQIP) Contract Expiration

Purpose:                To advise field offices of actions needed on 1996 EQIP contracts.

Expiration Date:    January 2, 2008

Action Due:  Friday, December 7, 2007

Background. NHQ has released National Bulletin 300-8-4, requiring termination of contracts that have reached their scheduled expiration date, or the 10 year maximum contract length expiration date in EQIP. No later than December 7, each field office needs to review their 1996 EQIP contracts in Protracts. These contracts need to be completed, cancelled, terminated, or modified to extend the completion date.

Explanation. Contracts are not considered "completed" in Protracts until all contract items are certified. Many older EQIP contracts have non-cost shared practices that have not been certified, and are keeping there contracts in "active" status. Every effort should be made to certify these practices, especially where they are the only practice remaining in the contract. Further guidance on guidance for modifications, cancellation, and termination is found in Conservation Program Manual 512.50 - 512.58.
